SETTING PRIORITIES

The possibility that the Germans might begin to kill British and U.S. POWS without inhibition led Lieutenant General Archibald E. Nye, vice chief of the Imperial General Staff, to present the War Cabinet at the beginning of September 1944 with three alternatives for assisting or even giving some kind of protection to the POWS. Two were categorized as direct assistance, namely, the use of airborne troops and the dropping of arms into prison camps. The third alternative was to issue grave warnings, backed up, if necessary, by counterthreats. Significantly, Nye based his analysis on the fact that so far army intelligence had received no concrete indication that Hitler was likely to carry out his threat.
